Archytas of Tarentum, a contemporary and associate of Plato, was a famous Pythagorean, mathematician, and statesman of Tarentum. Although his works are lost and most of the fragments attributed to him were composed in later eras, they nevertheless contain valuable information about his thought. In particular, the fragments of On Law and Justice are likely based on a work by the early Peripatetic biographer Aristoxenus of Tarentum. The fragments touch on key themes of early Greek ethics, including: written and unwritten (...) laws; freedom and self-sufficiency; moderation of the emotions and cultivation of virtues; equality and the competence of the majority to participate in government; criticism of “rule by an individual”; a theory of the ideal “mixed constitution”; distributive and corrective justice and punishment, and of the rule of law. Data access control is a challenging issue in public cloud storage systems. Ciphertext-Policy Attribute-Based Encryption (CP-ABE) has been adopted as a promising technique to provide flexible, fine-grained and secure data access control for cloud storage with honest-but- curious cloud servers. However, in the existing CP-ABE schemes, the single attribute authority must execute the time-consuming user legitimacy verification and secret key distribution, and hence it results in a single-point performance bottleneck when a CP-ABE scheme is adopted in a large-scale cloud storage (...) system. Users may be stuck in the waiting queue for a long period to obtain their secret keys, thereby resulting in low-efficiency of the system. Although multi authority access control schemes have been proposed, these schemes still cannot overcome the drawbacks of single-point bottleneck and low efficiency, due to the fact that each of the authorities still independently manages a disjoint attribute set. In this paper we propose a system that improves the approach of CP-ABE from text based asymmetric to Image based symmetric approach for faster encryption as well as access to data. We also propose a multiple access policy generation for single user where we will be able to implement one to many and many to many methodology. (shrink)

Immediately upon the death of Plato in 347 BCE, philosophers in the Academy began to circulate stories involving his encounters with wisdom practitioners from Persia. This article examines the history of Greek perceptions of Persian wisdom and argues that the presence of foreign wisdom practitioners in the history of Greek philosophy has been undervalued since Diogenes Laertius.

This paper investigates the identity and function of τὰ μεταξύ in Aristotle and the Early Academy by focussing primarily on Aristotle’s criticisms of Xenocrates of Chalcedon, the third scholarch of Plato’s Academy and Aristotle’s direct competitor. It argues that a number of passages in Aristotle’s Metaphysics (at Β 2, Μ 1-2, and Κ 12) are chiefly directed at Xenocrates as a proponent of theories of mathematical intermediates, despite the fact that Aristotle does not mention Xenocrates there. Aristotle complains that the (...) advocates for mathematical intermediates produce theories that are ontologically and epistemologically inefficient (related to, but not confined by, the “Uniqueness Problem”); that their so-called “intermediates” feature properties opposed to those of the forms on which those intermediates are thought to depend; and that what is μεταξύ must be between objects of a different genus. In all three cases, Aristotle’s criticisms are shown to be reactions to the metaphysics and cosmology of Xenocrates, especially his doctrine of the intermediary demonic isosceles triangle souls. Xenocrates emerges as a prime candidate for Aristotle’s critique of Platonist τὰ μεταξύ theories – equal to, and possibly even exceeding, Plato as target. (shrink)

This paper takes Glaucon’s description to refer both within the text to Thrasymachus’ views, and outside the text to a series of works, most of which have been lost, On Justice or On Law. It examines what is likely to be the earliest surviving work that presents a philosophical defence of law and justice against those who would prefer their opposites, (...) On Excellence by an anonymous author usually referred to as ‘Anonymus Iamblichi’; the views on these topics among the Socratics, including Crito, Simon the Cobbler, Aristippus of Cyrene, and Antisthenes; and Socrates’ debate with Hippias ‘On Justice’ in Xenophon’s Memorabilia (4.4.5–25). Its main contention is that the ‘countless others’ referred to by Glaucon points chiefly, but not solely, to the members of the circle of Socrates, who themselves espoused a range of views on justice and law, and their relations. This chapter pursues an understanding of what Cicero thought 'Italic' philosophy to be, and proceeds to develop a broader account of how Cicero's version compares with the surviving textual evidence and testimonia from the Hellenistic period of the philosophy of the 'Italic' philosophers, including the Lucanians 'Ocellus', 'Eccelus', and 'Aresas/Aesara', and the Rudian Ennius. Special focus is placed on their theories of cosmology, psychology, and law. Abstract. In this article we developed scientific and applied foundations of commercialization of the nature-resource potential of anthropogenic objects, on the example of exhausted mines. It is determined that the category of “anthropogenic object” can be considered in a narrow-applied sense, as specific anthropogenic objects to ensure the target needs, and in a broad theoretical sense, meaning everything that is created and changed by human influence, that is the objects of both artificial and natural origin. It was determined that problems (...) of commercialization of the natural-resource potential of anthropogenic objects are most often considered by researchers for specific objects, without having complex methodological coverage from the point of view of combining environmental, technical, economic and managerial components. When studying the substantiation of the scientific base, the authors confirmed the feasibility of the commercialization of natural-resource potential of anthropogenic objects on the example of a number of theoretical scientific studies in reclamation, reconstruction, recreation, remediation, restoration of biological productivity and economic value of land disturbed by economic activity. The considered examples of exhausted mines in the 21st century in the USA, Canada, Germany, Romania, and Poland indicate a wide range of opportunities for their commercialization. The study of the potential for commercialization of exhausted mines in the post-Soviet countries testified to the underused reserves for the commercialization of their nature-resource potential and their high potential for further development. The authors proposed the identification of anthropogenic objects on the basic livelihood spheres of society. There were identified the main system (natural, biological, technical, economic, social, managerial) and structural (subjects, trends, threats, risks, problems, challenges) factors of diagnosing the state of an anthropogenic object. A set of measures has been developed for commercialization of an anthropogenic object in functional and production activities, product policy, financial and investment spheres, pricing and sales policies, promotion, management and determination of property rights. Recommendations were provided on optimizing the management decision-making process based on a set of positivistic development principles, methods, and management functions. The study allows international organizations, state and local authorities, territorial communities, owners and potential investors to see new opportunities and make mutually beneficial decisions on the rational use of the nature-resource potential of anthropogenic objects. In 1889, the German philologist Friedrich Blass isolated a section of Chapter 20 from Iamblichus’ Exhortation to Philosophy (mid- or late 3rd Century CE) as an extract from a lost sophistic or philosophical treatise from the late 5th Century BCE. In this article, I introduce the text, which is now known as 'Anonymus Iamblichi' (or 'the anonymous work preserved in Iamblichus') by appeal to its two main contexts (source preservation and original historical composition), translate and discuss all eight surviving fragments (...) in their entirety, and provide some closing remarks about its importance to this history of democratic thought. The text itself presents a series of very carefully interwoven arguments concerning the three “parts” of excellence (ἀρετή) – wisdom, courage, and eloquence – and their successful application in society. In the course of presenting this case, Anonymus Iamblichi comments on the conditions under which one should learn to be excellent (Fragments 1-2) and the ends to which one should direct one’s excellence (Fragments 3-4); he provides an anthropological discussion of the weaknesses of human psychology and its effects on the good man (Fragments 5-6) and an hypothetical thought experiment concerning the “Superman” (which naturally solicits comparison with Nietzsche’s übermensch) and his inability to overcome the multitude in a lawless state (Fragments 6 and 8); and a positive defense of law and justice, reflecting a pro-democratic philosophical perspective (Fragments 7-8) – a rara avis indeed in ancient philosophy. In the twenty-fourth aporia of Theophrastus' Metaphysics, there appears an important, if ‘bafflingly elliptical’, ascription to Plato and the ‘Pythagoreans’ of a theory of reduction to the first principles via ‘imitation’. Very little attention has been paid to the idea of Platonic and ‘Pythagorean’ reduction through the operation of ‘imitation’ as presented by Theophrastus in his Metaphysics. This article interrogates the concepts of ‘reduction’ and ‘imitation’ as described in the extant fragments of Theophrastus’ writings – with special attention to his (...) Metaphysics – in an attempt to make sense of how, precisely, Theophrastus characterizes the metaphysical systems of Plato and the ‘Pythagoreans’. A fuller examination of Aporia 24 produces important new understandings of the nature of the Early Academy in the mid fourth century B.C.E. Specifically, by ascribing the concept of reduction via ‘imitation’ to Plato and the ‘Pythagoreans’, Theophrastus is actually describing theories about the structure of the universe held by an important Platonist competitor and the contemporary head of the Academy in Athens, Xenocrates of Chalcedon (396/5–314/13 B.C.E.), who (a) took it upon himself to establish a Platonic doctrine that could be associated with his master’s writings and (b) coordinated that doctrine with the philosophical precepts of the Pythagoreans. As a consequence, we are prompted to question Aristotle’s famous ascription of a theory of ‘imitation’ to the metaphysics of the genuine contemporary or recently deceased Pythagoreans (such as Philolaus of Croton or Archytas of Tarentum) and consider how Xenocrates’ writings on Plato and the ‘Pythagoreans’ might be informing both Theophrastus’ and Aristotle’s descriptions of the Platonic and Pythagorean philosophical system(s). As a contribution to a wider discussion on moral discernment in theological anthropology, this paper seeks to answer the question “What is the impact of mental illness on an individual’s ability to make moral decisions?” Written from a clinical psychiatric perspective, it considers recent contributions from psychology, neuropsychology and imaging technology. It notes that the popular conception that mental illness necessarily robs an individual of moral responsibility is largely unfounded. Most people who suffer from mental health problems do not lose (...) the capacity to make moral decisions, and mental illness on its own rarely explains anti-social or criminal behaviour. The philosophical practices undertaken in Plato's Academy remain, in the words of Cherniss, a 'riddle'. Yet surviving accounts of the views of the first two scholarchs of Plato's Academy after his death, Speusippus and Xenocrates, reveal a sophisticated engagement with their teacher's ideas concerning the pursuit of knowledge and the ends of philosophy. Speusippus and Xenocrates transform Plato's views on epistemology and happiness, and thereby help to lay the groundwork for the transformation of philosophy in the Hellenistic era.

This paper critically examines the use of the name 'Pseudo-Archytas' to refer to two aspects of the reception of Archytas of Tarentum in antiquity: the 'author-inflection' and the 'authority-inflection'. In order to make progress on our understanding of authority and authorship within the Pythagorean tradition, it attempts to reconstruct Porphyry's views on the importance of Archytas as guarantor of Pythagorean authenticity in the former's lost work On the History of the Philosophers by considering a fragment preserved in Arabic by Ibn (...) Abī Uṣaybi‘a. The article finally argues that a range of problems attend our use of the term 'pseudo-Archytas', which is not fit for purpose when considering the evidence regarding authorship and authority in the Pythagorean tradition. It recommends a more critical approach to the notion of authenticity within the Pythagorean tradition and suggests a new term, 'Archytism', as a more useful point of reference. (shrink)

This chapter investigates the precise ways in which Antonio Gramsci engaged with ancient philosophy. A brief examination of the longest discussion in the Prison Notebooks of any ancient philosopher or text, Plato’s Republic (Q8, §22), raises many questions about Gramsci’s approach to ancient philosophy. These questions motivate an investigation into Gramsci’s surprisingly minimal discussion of ancient philosophy and philosophers, which is best explained in the light of his theoretical commitments to his distinctive species of historical materialism. Rather than responding to (...) specific critical insights advanced about politics or human nature by ancient philosophers, such as Plato and Aristotle, Gramsci is shown to appropriate ancient philosophy into a broad-spectrum project of the history of philosophy, which interrogates the specific conditions under which historical epochs and the philosophical ideas that characterise them emerge. Tracking the conditions and characteristic ideas is revealed to be the project of the ‘specialist philosopher’, who must grasp both general methodological principles and particular historical examples. Gramsci’s treatment of ancient philosophy reveals more about his universal theories of history, and his engagement with the ideas of his contemporaries (including Benedetto Croce), than a special concern with ancient philosophy itself. Thanks to the work of Stephen Newmyer, Plutarch’s importance for modern philosophical debates concerning animal rationality and rights has been brought to the forefront. But Newmyer’s important scholarship overlooks Plutarch’s commitment to a range of rational functions that can be ascribed to animals of various sorts throughout the Moralia. Through an application of the ‘spectrum of animal rationality’ described in the treatise On Moral Virtue to the dialogues where his interlocutors explore the rational capacities of non-human animals (especially Whether Land (...) or Sea Animals are Smarter and Gryllus), this article argues that Plutarch’s commitment to a broad and inclusive sense of ‘reason’ conditions any positive account of animal rationality. Rather, any suggestions of the rational capacities of non-human animals are deeply implicated in Plutarch’s universal system of reason, which differentiates grades of rationality to animals based on natural difference – not unlike his contemporary Stoics. While modern proponents of animal rationality might find some of Plutarch’s ideas unpalatable, the upshot of this study is a fuller sense of Plutarch’s articulate and inclusive sense of reason, which is able to accommodate not only Platonist and Peripatetic notions, but also those of the Stoics and Epicureans, who are especially singled out in the humorous dialogue Gryllus. Thus, Plutarch’s ‘eclecticism’ can be explained as a deep commitment to a universal notion of ‘reason’, marked by a range of functions accessible to all animals – including his philosophical enemies. This study aims to investigate the relationship between job burnout and employee performance in the feed industry during the ASF outbreak. Further, the researchers employed a descriptive-correlational research design in order to analyze the acquired data and produce pertinent findings. Thus, the researchers gathered data from one hundred two (102) feed industry employees. The Maslach Burnout Inventory (MBI) and Individual Work Performance Questionnaire (IWPQ) were employed to ascertain the extent of job burnout experienced by the respondents and evaluate employee performance, (...) respectively. If an AI makes a significant contribution to a research paper, should it be listed as a co-author? The current guidelines in the field have been created to reduce duplication of credit between two different authors in scientific articles. A new computer program could be identified and credited for its impact in an AI research paper that discusses an early artificial intelligence system which is currently under development at Lawrence Berkeley National. One way to imagine the future of artificial intelligence (...) is that it will be much less expensive to develop new technologies than to create new ways of thinking. Now we have done this technology, and now we go and ask why in the end it is the artificial intelligence that takes over? Well, it is not that artificial intelligence is bad, but it is not as effective as human minds or as intelligent as machine minds. Even in the past, when computers were more intelligent than humans, not all the AI programs have been so intelligent as to be intelligent enough to be called intelligent. (shrink)

Education on authorship was delivered and evaluated by pre test and post test questionnairen on 30 post graduate medical students at the Department of Anestheology, Dhaka Medical College, Bangladesh between January and June 2019 to understand the knowledge, skill and attitude of post graduate medical students on authorship. Result: Before intervention, majority (60%) of the students felt that who perform the research work should be the author of the article. But 40% students were divided and felt that who advised the (...) design of the research (20%), who provided the grants (10%) and Chief/Head of the division (10%) should be the author of the article respectively. Maximum (70%) respondents did not know the order of authorship. Of 40% respondent felt that the PI should be always the first author and 40% don’t know the answer. Half of the students (50%) felt that keeping honorary author increased the opportunity of acceptance of publication. Of 36.7% and 13.3% of students felt that keeping honorary author increased the article’s value and made good relation to them to get some extra facility from them respectively. Of 20% participants were pressurized by lab head/head of department for inclusion of their name as an author. Half of the (56.7 %) respondents felt that the author’s contribution should be stated in the article. Only few 4 (13.3%) respondents said that their institute had guideline for authorship. However, after education 100% of students felt that who perform the research work should be only the author of the article. All (100%) respondents understood the order of authorship. Most of the students (86%) felt that PI should be always the first author. Of 100% respondent felt supervisor of the research should be the last author. All students (100%) felt author’s contribution should be mentioned in the article. All (100%) students did not want to include as author those who help in research design and secured grant; and they did not like to keep honorary author in their article. All (100%) students expressed that their institute had no guideline for authorship. After intervention, three groups of students were asked to write one page of article on Anesthesiology. Interestingly, they did not include any name in the author by line who were not participate or had any contribution in the writing. Conclusion: The comparative data between pre- and post-text have highlighted a general lack of understanding of the basic concept of authorship ethics which significantly improved after the intervention. The results also indicate that the education on authorship improved the awareness of postgraduate medical students in a particular centre. (shrink)

The computational genomics community has come increasingly to rely on the methodology of creating annotations of scientific literature using terms from controlled structured vocabularies such as the Gene Ontology (GO). We here address the question of what such annotations signify and of how they are created by working biologists. Our goal is to promote a better understanding of how the results of experiments are captured in annotations in the hope that this will lead to better representations of biological reality through (...) both the annotation process and ontology development, and in more informed use of the GO resources by experimental scientists. The problem of underdetermination is thought to hold important lessons for philosophy of science. Yet, as Kyle Stanford has recently argued, typical treatments of it offer only restatements of familiar philosophical problems. Following suggestions in Duhem and Sklar, Stanford calls for a New Induction from the history of science. It will provide proof, he thinks, of “the kind of underdetermination that the history of science reveals to be a distinctive and genuine threat to even our best scientific theories” (Stanford 2001, (...) p. S12). This paper examines Stanford’s New Induction and argues that it – like the other forms of underdetermination that he criticizes – merely recapitulates familiar philosophical conundra. (shrink)

Sol LeWitt is probably most famous for wall drawings. They are an extension of work he had done in sculpture and on paper, in which a simple rule specifies permutations and variations of elements. With wall drawings, the rule is given for marks to be made on a wall. We should distinguish these algorithmic works from impossible-to-implement instruction works and works realized by following preparatory sketches. Thomas Reid is often misread as defending common sense, if at all, only by relying on illicit premises about God or our natural faculties. On these theological or reliabilist misreadings, Reid makes common sense assertions where he cannot give arguments. This paper attempts to untangle Reid's defense of common sense by distinguishing four arguments: (a) the argument from madness, (b) the argument from natural faculties, (c) the argument from impotence, and (d) the argument from practical commitment. Of these, (a) and (...) (c) do rely on problematic premises that are no more secure than claims of common sense itself. Yet (b) and (d) do not. This conclusion can be established directly by considering the arguments informally, but one might still worry that there is an implicit premise in them. In order to address this concern, I reconstruct the arguments in the framework of subjective Bayesianism. The worry becomes this: Do the arguments rely on specific values for the prior probability of some premises? Reid's appeals to our prior cognitive and practical commitments do not. Rather than relying on specific probability assignments, they draw on things that are part of the Bayesian framework itself, such as the nature of observation and the connection between belief and action. Contra the theological or reliabilist readings, the defense of common sense does not require indefensible premises. (shrink)

The purpose of the article is to reveal the scientific approach that substantiates the impact of the creation of strategic alliances (SA) on the digital transformation of business and the development of their innovative power based on identified success factors. The aim was achieved using the following methods: abstract logic and typification (for classification of SA's success factors), generalization (to determine the peculiarities of SA's influence on their innovation development), analytical and ranking method (to determine the relationship between the dynamics (...) creating of SA and the degree of acceleration of digital transformation), expert evaluation (to determine the degree of influence of SA success factors by business areas). Implementing a business-integrated approach to understanding digital transformation will accelerate implementation of innovation and organizational change, identifies future prospects for market, customer and business relationships, highlighting the importance of researching the factors that ensure their success. An alternative vision of SA’s success factors is suggested, which are determined by the possibilities the organization of partnerships and organizational culture, integration of business sectors, compatibility of management goals, external relevance, obtaining synergies. Innovation is considered by the authors as an integration factor that reconciles all groups of SA success factors, giving them the necessary focus to solve business problems. There are some emotions which are universal to all human beings like angry, sad, happy, surprise, fear, disgust and neutral. Cloud storage's scalability, accessibility, and affordability have made it essential in the digital age. Data security and privacy remain a major issue due to the large volume of sensitive data kept on cloud services. Traditional encryption is safe but slows data recovery, especially for keyword searches. Secure, fine-grained access control and quick keyword searches over encrypted data are possible using attribute-based keyword search (ABKS). This study examines how ABKS might optimize search efficiency and data security in cloud storage systems. The status of the laws of nature in Hobbes’s Leviathan has been a continual point of disagreement among scholars. Many agree that since Hobbes claims that civil philosophy is a science, the answer lies in an understanding of the nature of Hobbesian science more generally. In this paper, I argue that Hobbes’s view of the construction of geometrical figures sheds light upon the status of the laws of nature. In short, I claim that the laws play the same role as (...) the component parts – what Hobbes calls the “cause” – of geometrical figures. To make this argument, I show that in both geometry and civil philosophy, Hobbes proceeds by a method of synthetic demonstration as follows: 1) offering a thought experiment by privation; 2) providing definitions by explication of “simple conceptions” within the thought experiment; and 3) formulating generative definitions by making use of those definitions by explication. In just the same way that Hobbes says that the geometer should “put together” the parts of a square to learn its cause, I argue that the laws of nature are the cause of peace. (shrink)

The world's leading cause of morbidity and death is cardiovascular diseases (CVD), which makes early detection essential for successful treatments. This study investigates how optimization techniques can be used with machine learning (ML) algorithms to forecast cardiovascular illnesses more accurately. ML models can evaluate enormous datasets by utilizing data-driven techniques, finding trends and risk factors that conventional methods can miss. In order to increase prediction accuracy, this study focuses on adopting different machine learning algorithms, including Decision Trees, Random Forest, Support (...) Job motivation remains an area of concern among researchers due to the rising issues of poor or lack of motivation among workers. This refers to one’s personal will or drives to perform a task at work. Meanwhile, job satisfaction refers to an employee’s sense of fulfillment with his or her work experience. Therefore, the current study utilized the descriptive- correlational research design to investigate the impact of job motivation on the job satisfaction of accountants. To gather essential data and achieve (...) the objectives of the study, Multidimensional Work Motivational Scale (MWMS) and Minnesota Satisfaction Questionnaire (MSQ) were administered to the target respondents. The collected data were then analyzed using a Multiple Regression Analysis; findings revealed that job motivation has a significant impact on the job satisfaction of accountants. Additionally, the results of this study were carefully evaluated and discussed, and recommendations were made to benefit the stakeholders of the study and contribute to the existing body of knowledge. Peter Baumann offers the tantalizing suggestion that Thomas Reid is almost, but not quite, a pragmatist. He motivates this claim by posing a dilemma for common sense philosophy: Will it be dogmatism or scepticism? Baumann claims that Reid points to but does not embrace a pragmatist third way between these unsavory options. If we understand `pragmatism' differently than Baumann does, however, we need not be so equivocal in attributing it to Reid. Is the societal-level of analysis sufficient today to understand the values of those in the global workforce? Or are individual-level analyses more appropriate for assessing the influence of values on ethical behaviors across country workforces? Using multi-level analyses for a 48-society sample, we test the utility of both the societal-level and individual-level dimensions of collectivism and individualism values for predicting ethical behaviors of business professionals. Our values-based behavioral analysis indicates that values at the individual-level make a more significant contribution to (...) explaining variance in ethical behaviors than do values at the societal-level. In 1956, a few writings of Wittgenstein that he didn't publish in his lifetime were revealed to the public. These writings were gathered in the book Remarks on the Foundations of Mathematics (1956). There, we can see that Wittgenstein had some discontentment with the way philosophers, logicians, and mathematicians were thinking about paradoxes, and he even registered a few polemic reasons to not accept Gödel’s incompleteness theorems.

Many critics, Descartes himself included, have seen Hobbes as uncharitable or even incoherent in his Objections to the Meditations on First Philosophy. I argue that when understood within the wider context of his views of the late 1630s and early 1640s, Hobbes's Objections are coherent and reflect his goal of providing an epistemology consistent with a mechanical philosophy. I demonstrate the importance of this epistemology for understanding his Fourth Objection concerning the nature of the wax and contend that Hobbes's brief (...) claims in that Objection are best understood as a summary of the mechanism for scientific knowledge found in his broader work. Far from displaying his confusion, Hobbes's Fourth Objection in fact pinpoints a key weakness of Descartes's faculty psychology: its unintelligibility within a mechanical philosophy. (shrink)

Ludwig's contribution to the discipline of philosophy of language cannot be overemphasized. This article addresses his contribution to resolving problems in philosophy by the use of language, in two of his most famous works: Tractatus and Philosophical Investigations.

Tennenbaum's Theorem yields an elegant characterisation of the standard model of arithmetic. Several authors have recently claimed that this result has important philosophical consequences: in particular, it offers us a way of responding to model-theoretic worries about how we manage to grasp the standard model. We disagree. If there ever was such a problem about how we come to grasp the standard model, then Tennenbaum's Theorem does not help. We show this by examining a parallel argument, from a simpler model-theoretic (...) result. (shrink)

Despite a large and multifaceted effort to understand the vast landscape of phenotypic data, their current form inhibits productive data analysis. The lack of a community-wide, consensus-based, human- and machine-interpretable language for describing phenotypes and their genomic and environmental contexts is perhaps the most pressing scientific bottleneck to integration across many key fields in biology, including genomics, systems biology, development, medicine, evolution, ecology, and systematics. Here we survey the current phenomics landscape, including data resources and handling, and the progress that (...) has been made to accurately capture relevant data descriptions for phenotypes. We present an example of the kind of integration across domains that computable phenotypes would enable, and we call upon the broader biology community, publishers, and relevant funding agencies to support efforts to surmount today's data barriers and facilitate analytical reproducibility. Schwitzgebel (2001) — henceforth 'S' — offers three examples in order to convince us that there are situations in which individuals are neither accurately describable as believing that p or failing to so believe, but are rather in 'in-between states of belief'. He then argues that there are no 'Bayesian' or representational strategies for explicating these, and proposes a dispositional account. I do not have any fundamental objection to the idea that there might be 'in-between states of belief'. What I (...) shall argue, rather, is that: (I) S does not provide a convincing argument that there really are such states; (II) S does not show, as he claims, that 'in-between states of belief' could not be accounted for in terms of degrees of belief; (III) S’s dispositional account of 'in-between states of belief' is more problematic than the 'degree of belief' alternative. Purpose: To develop proposals on the directions of institutional support for the processes of creativity of the Ukrainian economy. Design/methodology/approach: The analysis of trends in the creativity of the Ukrainian economy is carried out and proposals are developed for conceptualizing institutional support for these processes. The authors set out to develop proposals for institutional support for creativity processes and offer recommendations for systematic updating of Ukrainian legislation in the areas of state regulation of high-tech business. The information base was the (...) information materials of the State Statistics Service of Ukraine, Ministry of Economic Development and Trade of Ukraine, the statistical databases of the European Commission, OECD and World Bank for the period 2014–2020. The research methodology is based on scientific tools that include comparative analysis and economic and mathematical modeling. Findings: Building a national program of public investment in creative development will allow us to systematically approach the issue of institutional support for technological breakthroughs. Research limitations/implications: Recommendations on the development and improvement of legislative instruments of deregulatory policy, harmonization with European standards are substantiated. Directions of systematic updating of legislation on guaranteeing foreign investment of creative projects and targeted investment of joint research projects of academic science and creative organizations are proposed. The implementation will allow a systematic approach to the issue of institutional support for the technological breakthrough of Ukraine. Originality/value: There is a need to step up institutional activities in the field of organizing research centers, introduce targeted investment in the academic science and research activity of creative organizations.
